Its people with that guys level of skills that have caused many an electrician to get reprimanded for standing on the top rung or the top of the side supports on building sites.
I used to get pissed off by the OSH act every single day when I was on large sites... wasn't allowed to rabbit my ladder along or anything that made my life easier
